MIRA is a proposed bill by Nick Littlepage to grow the U.S.—flagged merchant fleet as well as domestic shipbuilding and ship repair capabilities. The plan does not rely on federal subsidies instead leveraging tax incentives for mariners and loosened U.S.-build requirements for cabotage.

It would compliment the SHIPS for America Act that has been introduced to congress.
